Company director Mr Francis refused to say who was behind the wheel of his vehicle as it was photographed doing 47mph in a 30mph zone.

This doesn't even make sense, how did they even get that to court? Surely it's like, if you witness a crime, and then tell the police "I know who it was but I'm not telling you", that's like peverting the course of justice or something? You can't claim it's your "human right" to not give evidence against criminals?
