Doesn't sound much different to the nuclear arms race. We publicly condemn other countries and nations which develop their own threat in a certain technological field, whilst researching and developing our own new weapons. Nuclear weapons are bad apart from when we have them, cyber attacks are dangerous apart from when we do them...
