Senior Met officers had lobbied hard to retain kettling, arguing that it prevents widescale disruption spreading throughout a city.
Well yes it does. But this implies that preventing disruption is your main concern, and so the obvious solution is to put any potential protestor under house arrest for the duration of the event.

I think that illustrates my argument sufficiently.
